The point being made here is that the conquered peoples of the Roman Empire, in this case the Gauls, were not innocent peaceful tribes living in harmony until the evil Romans showed up one day to subjugate them. The ancient world was one filled with aggressive militaristic peoples all happy to conquer and enslave. Rome’s enemies would have happily subjugated or at least sacked Rome if they had the power to do so. It was power that they lacked, not desire or ruthlessness.
